TOR: Seeking the Services of Brick laying and Paving Contractor for provision of wall construction and Paving Services at the Fasola Factory Premises

1.Background and Context

About the Task

AATF is seeking the services of an individual or firm to provide brick laying and paving services in Fasola, Oyo state Nigeria.

Brief Description of AATF

AATF is a not-for-profit organisation with a mission of making available, to smallholder farmers, agricultural technologies that were previously not accessible to them. Founded on the premise of tackling poverty and food insecurity through technological interventions, AATF empowers farmers to transform their livelihoods by equipping them with better tools and inputs that would, without the organisation’s intervention, take a much longer time to reach them and cost a lot more.  These efforts, combined with optimal agricultural practices and product value addition, will contribute to agricultural transformation in Africa leading food security and poverty reduction in sub–Saharan Africa.

About the Cassava Processing Project

Through the AATF Special Initiative for STrengthening Cassava Agro-PrOcessing and Digital Solutions (ASIST- APOD), AATF has acquired a new Cassava processing technology for processing high quality cassava flour without peeling the roots. The Machine will be installed in Fasola, Oyo State-Nigeria.   This initiative presents a novel model that seeks to utilize digital tools to enhance access to mechanization services and improved agronomy, then establish a centralized cassava processing facility that will be accessible to village-based processors who would otherwise not be able to afford modern cassava processing equipment. Accessing this service will enable them to diversify their products, hence creating more value for the tubers. AATF has leased a factory facility from the OYSADA in the Fasola Agribusiness Hub.  However, to improve on the usability of the facility, AATF seeks to carry some construction works which include the construction of a perimeter wall around the factory, construction of concrete door ramps and construction of water towers to hold water storage tanks.

Objectives of the Service and Scope of work

The objective of this Terms of Reference is to guide a procurement exercise to identify suitable contractors in executing theworks described below within the agreed quality, budget, and timeline.  

General scope of services:

  • Masonry Works for the construction of fence around the Cassava Processing Factory premises, approximately 300 Meters long and 5 Feet tall of Brick/Stone Wall with Concrete Pillars. This should include paint work.
  • Construction of Concrete door ramps at the 6 entrances to the Factory with approximate dimensions of 10 Square Feet.
  • Construction of Concrete slab at the Factory receiving area dimensions approximately 15 M2.
  • The slab and the door ramps will be resting on top of the hardcore stones, with a concrete blinding, damp-proof membrane (i.e., plastic sheeting). It shall be casted monolithically with the ground beam. The concrete slab must be casted (according to the drawing) with a thickness of 100 mm using concrete grade of C-25 (ratio of 1:1:2). reinforced with wire mesh reinforcement; BS 4483 A98 weighing 1.54 kgs per square meter, resting on spacers at least 50mm high. and should be resting on spacers at least 50mm high.
  • Installation of steel Gate at the Cassava Processing Factory with dimensions approximately 18 feet wide and standard height. This should include paint work.
  • Laying of drainage pipes from the Factory and connecting to the Soak pit measuring approximately 40 Meters.
  • Construction of Water tank tower to hold 2 10,000 Ltrs Tanks
  • Painting works for the Factory inner Walls measuring approximately 960 M2 with food grade paint.
  • Construction of a Gate/security House measuring approximately 30 Square Feet with tiled flooring and brick walls and iron sheet ideal roofing.
  • Partitioning of the Factory building with masonry works to separate the different compartments of the factory
  • Deliverables 
  • Architectural and structural designs of all the works to be conducted.
  • Bill of quantities for the entire scope of work.
  • Inspection and Quality control certificates at regular intervals
  • Completion certificates for each of the tasks.
  • It is mandatory that the contractor:
  • Deploy qualified and well experienced managers, site engineers and workers to complete the required tasks.
  • Prepare and submit staff deployment plan/organogram for the project implementation.
  • Assigning the specific persons in charge of communication and coordination with the project supervisor

Indicative Schedule of Activities 

The prospective contractor shall submit a comprehensive work schedule within his/her proposal which should fall within the period specified in the Terms of Reference. The work schedule shall include obtaining the necessary permits, mobilization of resources to site excavation and construction work. It shall also include the premobilization meeting, and site restoration and demobilization. Once the contract is awarded, and before the mobilization to the base camp, or construction sit, the construction contractor shall be required to submit the updated schedule for the completion of the works in a Gantt chart of weekly activities as specified in the Terms of Reference. This schedule shall be checked and approved by the Supervisor. The schedule is to be updated at least monthly.

Qualifications, Experience and Skills

The Successful individual/firm must possess the prerequisite experience in construction and masonry work. In addition, the successful contractor shell be required to:

  • Prepare and submit Work Plans, Emergency Preparedness and Response Plan, Waste Management Plan, Labour Management Plan and Environmental and Social Management plan.
  • Prepare “Resource Plan” (materials, machine/tools, manpower) in accordance with the submitted Work Plans.
  • Execute multiple work activities simultaneously to save time Based on the approved work plan.
  • Allow unlimited access to construction sites for the AATF/Agridrive Ltd staff as required.
  • Payment for Construction

The construction contractor shall be paid a price for the entire project as per the approved final budget to take care of materials, approval costs (where applicable) and  workmanship/labor.

  • Terms of Payment 

Payments to the drilling contractor will be made in instalment as follows:

  • 25% at the signing of the contract to facilitate mobilization of equipment.
  • 50 % after successful mobilization to the site
  • 25% Upon completion of all the tasks as per this TOR  and signing of the completion certificate.

Application Criteria

Interested individual or firm drilling contractors should submit a detailed proposal capturing the following:   

  • A professional company profile (for firms) of professional profile (for individuals), CV’s with all the relevant registration and tax clearance documents attached as Annexes.
  • Company Experience: Evidence of Company proven experience with details of contracts and references for works undertaken similar in construction operation.
  • An overview of how the candidate meets the qualifications, experience, and skills requirements (no more than one page) 
  • Methodology of the construction work.
  • A brief financial proposal expressing the cost categories.  

Evaluation and Award of the Consultancy

AATF will evaluate the proposals and award the assignment based on technical and financial feasibility. AATF reserves the right to accept or reject any proposal received without giving reasons and is not bound to accept the lowest or the highest bidder. Any additional project details will be given to selected/shortlisted candidates. Deadline for submission of technical and financial proposals:  5th July 2024.

AATF reserves the right to request new or additional information regarding each service provider and any individual or other persons associated with its project proposal. AATF reserves the right not to make any appointment from the proposals submitted. Service providers shall not make available or disclose details pertaining to their Project proposal with anyone not specifically involved, unless authorized to do so by AATF. Service providers shall not issue any press release or other public announcement pertaining to details of their project proposal without prior written approval. AATF Service providers are required to declare any conflict of interest they may have in the transaction for which the tender is submitted or any potential conflict of interest. AATF reserves the right not to consider further any proposal where such a conflict of interest exists or where such potential conflict of interest may arise.

Confidentiality statement

All data and information received from AATF for the purpose of this assignment are to be treated confidential and are only to be used in connection with the execution of these Terms of Reference. All intellectual property rights arising from the execution of these Terms of Reference are assigned to AATF.
